The purpose of this paper is to set out a possible implementation plan, in current economic and political circumstances, for annual land value taxation (LVT) in Britain, dealing with all major transitional issues so as minimise the political and administrative costs.
It does not claim to present the only - or even best - such plan. It is a 'strawman' for further discussion. However it draws on several years of successful policy development within one Party which has thought through many of the issues and achieved renewed support from that Party's internal democratic structures.
